List of countries with simplified business visa procedure
In 2005, at the initiative of the Chamber of Commerce and Industry of the Russian Federation, accredited organizations were delegated the right to issue invitations for citizens of the European Union. This was done in order to simplify the visa regime, which led to an expansion of business and commercial relations between Russia and European Union countries.
In 2012, the Russian Federation simplified the visa regime with the United States, which allowed accredited companies to issue invitations for citizens of the United States of America. Later, the same right began to apply to Canadian citizens.
From citizens of these countries, consular offices of the Russian Federation abroad accept invitations on a form from an accredited organization for making a business visa to Russia.

To visit the Russian Federation for business purposes, citizens of many countries need commercial (business) visas. We quickly and reliably help to make such visa support.
A visa to Russia is a sticker pasted into the applicant's passport. The visa contains information: full name, date of birth, gender, series and passport number, purpose of the trip, date of arrival and departure from the Russian Federation, route, name of the receiving party, multiplicity of the visa.
A visa is required to enter the Russian Federation for a foreign citizen or stateless person.
If there is an agreement, foreign citizens can enter the Russian Federation without visas.

Conditions for entry of foreign nationals into the Russian Federation

If you are not a citizen of a state that has the right to visa-free entry, but you have a commercial interest in Russia, we can offer you an appropriate version of visa support.

A business visa is suitable for those foreign citizens who plan to establish business contacts in Russia, participate in negotiations and business meetings. To request visa support for a business visa, you must provide information about the intended route (visiting cities), dates, but no hotel reservation is required.

Visa multiplicity:
A business visa can be single for a period of 30 to 90 days, double for a period of up to 90 days or multiple for a period of 180 to 365 days.

The visa may have different purposes of your trip:

  • Business - issued for entry into the Russian Federation to foreign citizens arriving in state and commercial structures to participate in negotiations of a principled nature (meetings, consultations, conferences, symposia, congresses) on trade and economic issues, as well as for advanced training or professional retraining in scientific institutions, Russian joint organizations, representative offices of foreign commercial, financial, banking and other structures accredited to the relevant Russian ministries and departments.
  • Commercial - is issued for entry into the Russian Federation to foreign citizens arriving in commercial structures to resolve specific commercial issues (conducting commercial negotiations, concluding contracts or renewing them, providing commercial services), as well as to participate in auctions, exhibitions and other events of a commercial nature.
  • Accompanying family member - is issued for entry into the Russian Federation, accompanying on a trip as family members of a foreigner who has a single, double or multiple ordinary business (OD) visa issued by a diplomatic mission or consular office of the Russian Federation.
Registration:
After entering Russia, a tourist must be registered at his place of residence.
The absence of registration or stay in the country after the expiration of the visa is a serious violation of the Rules for the stay of foreign citizens in the territory of the Russian Federation and may be the reason for the ban on entry into Russia in the future.

Visa Renewal:
The validity of the visa cannot be extended in the territory of the Russian Federation, except in cases where a tourist for medical or other good reasons cannot leave Russia before the expiration of the visa.

Visa Application Documents:
To issue a business visa, the applicant must submit to the Consulate of the Russian Federation in his country:
  • Passport, completed and signed personally by the applicant visa application form, two photographs, paid receipt of the Consular Fee;
  • Original invitation issued by a unit of the Russian State Customs Service, the Russian Ministry of Foreign Affairs, or an accredited organization.
The consular office may also request: health insurance, financial data, air tickets, other documents at its discretion.

Procedure for registration of a foreign citizen
1. At the checkpoint across the state border of the Russian Federation, it is necessary to present a completed migration card.

Migration card forms are issued free of charge to foreign citizens when entering the Russian Federation by representatives of organizations providing transport services (service personnel of long-distance trains, aircraft, sea and river vessels, etc.).

The migration card is completed in Russian. It is allowed to fill it with letters of the Latin alphabet in accordance with the data specified in the passport or other identification document. Both parts of the migration card must be filled in. In the column, the purpose of entry must be emphasized.

The migration card has two parts - "A" and "B." When passing the checkpoint through the state border, part of the migration card "A" remains with the employees of the border checkpoint, part "B" is returned to a foreign citizen. On the back of part "B" of the migration card, border crossing officers should mark the entry into the Russian Federation.

In the event of a damage or loss of a migration card, a foreign citizen must declare this within 3 days in the nearest territorial unit of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia in order to obtain a duplicate of the damaged or lost migration card. At the same time, it is necessary to present documents on the basis of which he entered the Russian Federation. A duplicate migration card is issued free of charge.

2. After entering the territory of the Russian Federation, a foreign citizen is obliged to register at the place of stay within 3 days in the territorial division of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia.

The procedure for migration registration is to inform (notify) the territorial unit of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia about the arrival of a foreign citizen at the place of stay and must be carried out within three working days after the arrival of a foreign citizen in the Russian Federation. At the same time, it is necessary to know that all procedures for registration are carried out by the Receiving Party, the foreign citizen himself does not need to contact any organizations and waste time.

A foreign national shall, upon arrival at the place of residence, present to the Receiving Party his passport and migration card, which shall be filled in upon entry into the Russian Federation. At the same time, the withdrawal of the passport and migration card is not allowed.

The Receiving Party may be both Russian citizens and foreign citizens or stateless persons permanently residing in the Russian Federation (having a residence permit), as well as legal entities, their branches or representative offices, in which the foreign citizen actually lives (is) or works.

When accommodating a foreign citizen in a hotel, the host is the hotel administration, which within 24 hours notifies the territorial body of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia about the arrival of a foreign citizen, and also performs all necessary actions related to the accounting of foreign citizens and is responsible for observing the established rules of stay.

All actions required for registration are performed by the hotel administration. The receiving party, on the basis of the documents presented by the foreign citizen, shall fill in a special notice form on the arrival of the foreign citizen at the place of stay (hereinafter - the Notice). Further, the receiving party within one day submits the above form, a copy of the passport of a foreign citizen and a migration card to the territorial unit of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia directly or sends by mail. There is no state fee for registration for migration.

Postal organizations have special windows where the Receiving Party will be provided with a Notice form to fill out. Notification forms are provided free of charge. For the services of receiving the Notification in postal communication organizations, a corresponding fee is charged, established by Decree of the Government of the Russian Federation dated January 15, 2007 No. 10. Currently, the size of this fee is 180 rubles but may change without prior notice. The territorial subdivision of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia or the postal communication organization, which received the completed Notification from the Receiving Party and the above copies, shall place marks on the Notification on its receipt and return the detached part of the Notification to the Receiving Party.

The Receiving Party shall hand over to the foreign national the severed part of the Notification. The presence of a tear-off part of the Notification with a marked mark confirms its registration for migration.

A foreign citizen has the right to independently notify the migration registration authorities of his arrival at the place of stay if there are documented good reasons (illness, physical impossibility, etc.) that prevent the receiving party from independently sending a notification to the migration registration authority.

A foreign citizen permanently residing in the Russian Federation shall also have the right to independently notify the relevant migration registration authority of his arrival at the place of residence directly or in accordance with the established procedure by mail with the written consent of the receiving party.

Upon departure, the foreign citizen shall transmit the tear-off part of the Notification to the Receiving Party for submission directly or by mail to the territorial division of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia. Such actions shall be performed by the Receiving Party within two working days after the foreign citizen's departure.

Please note that the period of temporary stay of a foreign citizen in the Russian Federation is determined by the validity period of the visa issued to him.

The temporary stay of a foreign citizen who has arrived in the Russian Federation in a manner not requiring a visa may not exceed ninety days, except in cases provided for by the legislation of the Russian Federation.

A foreign citizen is obliged to leave the Russian Federation after the expiration of the permitted period of stay. To extend the validity of the visa or the period of stay, it is necessary to contact the migration control authorities in advance, before the expiration of the above term.

Violation of the rules of migration registration may entail administrative liability of a foreign citizen in the form of a fine in the amount of 2,000 to 5,000 rubles, and in some cases with expulsion from the Russian Federation. At the same time, a foreign citizen subject to administrative expulsion may be denied entry to the Russian Federation for up to five years.

The presence of photocopies of the passport, migration card and the tear-off part of the Notification upon their loss or any other unforeseen circumstances will help to prove the existence of documents and compliance with the rules of migration registration.

Amendment No. 216-ФЗ on the amendments made establishes the obligations of the inviting party to monitor compliance with the requirements of migration legislation with respect to foreigners who arrived in Russia from another country.
The inviting party is obliged to take measures to comply with the procedure for the stay of foreign citizens, as well as their timely departure from the Russian Federation.
If necessary, the subject performing the norms of the updated legislation is obliged to take the measures provided for by law.
The law officially entered into force on January 15, 2019.

Federal Law of 19.07.2018 No. 215-FZ "On Amending Article 18.9 of the Code of Administrative Offenses of the Russian Federation" (hereinafter - the Law).

Law No. 215-FZ of July 19, 2018 on amendments to article 18.9, relating to administrative offenses, establishes the liability of the inviting party in relation to arrived foreign citizens in the territory of the Russian Federation and the need to control the conformity of the originally declared goals and terms of stay in the territory of the Russian Federation. The obligation of the inviting party is to ensure compliance with measures declared by a foreign citizen for the purposes of entry and duration of stay in the territory of the Russian Federation, and, if necessary, to stop the revealed violations of migration legislation.

In case of violation of the requirements of laws No. 215, No. 216, liability is provided for:

— for natural persons - in the amount of two thousand to four thousand rubles;
— for officials - from forty-five thousand to fifty thousand rubles;
— for legal entities - from four hundred thousand to five hundred thousand rubles

The Government of the Russian Federation, together with the Ministry of Internal Affairs, has prepared a list of practical measures for the practical application of this law "On the procedure for the application by the inviting party of measures to ensure compliance by an invited foreign citizen or stateless person with the order of stay (residence) in the Russian Federation in terms of conformity with the stated purpose of entry into the Russian Federation actually carried out during the period of stay (residence) in the Russian Federation of activities or occupation, as well as to ensure the timely departure of an invited foreign citizen or stateless person outside the Russian Federation after the expiration of a certain period of his stay in the Russian Federation".

In the Ministry of Economic Development of Russia, within the framework of the ODS procedure, the draft resolution of the Government of the Russian Federation received a negative conclusion.
The conclusion adopted on this draft resolution was sent to the Ministry of Internal Affairs of Russia.

Attention! The negative conclusion on this project does not cancel the actions of the Federal Law from 19.07.2018 N 215-ФЗ "On Amending Article 18.9 of the Code of Administrative Offenses of the Russian Federation."
